ISO 22716 is the standard for how cosmetics are made: cleaning, record keeping, training, and traceability of every batch back to its raw materials. It says nothing about whether a formula works. It says a great deal about whether what is in the jar is what is supposed to be in the jar. We checked ours directly with the certifying body rather than accepting a copy from the supplier.
The distinction is easy to lose, because a certificate looks like a verdict on the product. It is not. It is a verdict on the building, the procedures inside it, and the people following them. Two very different formulations made in the same certified facility carry the same certificate.
What the standard actually asks for is unglamorous. Incoming raw materials are checked and recorded before they are used. Equipment is cleaned between runs and the cleaning is documented. Staffing is trained and the training is on file. Each finished batch carries a number that can be followed backwards to the specific deliveries of every material that went into it. If something is wrong three months later, that number is what makes it possible to find out how far the problem reaches.
That traceability is the part worth caring about as a buyer. It is the difference between a recall that pulls one batch and a recall that pulls everything, and between a supplier who can answer a question in an afternoon and one who cannot answer it at all.
Checking the certificate with the certifying body rather than the supplier is a small piece of work with an obvious reason behind it. A copy of a certificate is a document about a document. Certificates also expire, and a valid looking scan says nothing about whether the certification is still current. The body that issued it can confirm both the scope and the status.
Our product is made by a manufacturing partner in the European Union, in a facility certified to ISO 22716 cosmetic good manufacturing practice. That covers how it is made. Whether the formulation itself is right is a separate question, answered by separate work.
